Biography

Phelps was born in 1920 to a San Francisco family who ran a shipping company. He attended Stanford University and later went to Officer Candidate School for the United States Marine Corps.

While he was known to be a Chuck Norris of sorts among his peers in the USMC for his skills in the Pacific Theater, he has been known as the “Dark Shadow” or considered to be “bad luck” whenever someone is under his command during combat.

He was later discharged from service after receiving treatment for his wound at an army hospital. He later returned home to Los Angeles before the end of the war and joined the LAPD shortly thereafter, rising from the ranks as he proved his potential to his superiors and colleagues.
